I may state in conclusion that the record

of piratical attacks tends to show that the regulations are achieving the object aimed at. The "Tai Lee piracy in January, 1924, led to a general tightening up of the

anti-piracy measures, and the convoy system was introduced.

In March, 1924, after a further attack on the 5.3. "Tai

Lee", which was successfully repulsed, a system of escort

by armed launch was provided in the narrow waters leading

to Kongmoon in order to prevent co-operation between

pirates on ship and on shore; and since that date there

has been no further attack on any vessel coming under the

Hongkong regulations.
